The BBC is guaranteed the licence fee for another 10 years, according to Whitehall sources reports the Guardian. However the green paper is likely to include a review of the level of the licence fee in five years' time.

There is said to be concern in some government quarters that the BBC is still complacent and believes it has already done enough to demonstrate it has put its house in order post-Hutton, when new complaints procedures were introduced.
