Missing BBC on Astra 28 (Freq. 10803)

I've recently rebuilt my PC (Windows Vista) but have noticed that I can't tune in the following on 10803 (I've also tried scanning 10802)

BBC One Scotland
BBC Two Scotland
BBC One Wales
BBC 2W
BBC Two NI
BBC Radio 5 Live
BBC Radio 5 Live Sports Extra

All setting are correct Horizontal polarisation, Symbol rate: 22000, FEC 5/6

All other channels appear fine. I've used TransEdit to view the signal but I get nothing?

I live in a building with a communal dish so I'm thinking the dish might need a slight tweak? Do you think this is correct?

Anyone else have issues with this frequency?
Can someone scan this frequency and report back their findings
