A bit more info is needed here.
What is the display doing, what is the display saying, what are the lights on the front doing?
Is it starting to boot and displaying something on the TV screen? Is the power supply buzzing?
I could answer your question in its current form by saying something like maybe somebody is switching the socket on and off and it would technically be correct as its fits the description you have given. If you can provide more information then we may be able to determine if its a hardware or software issue.

The image doesn't have that stupid energy saving feature that turns the box off after x hours with no button presses does it?
