There are 2 power levels, +28dBm EIRP max (<=10m agl antenna) almost anywhere, with a few exceptions, and +42dBm EIRP max in 'rural areas'. Rural seems to be defined as everywhere except urban (i.e. it includes sub-urban as defined in UK census). The document gives more detail. The modes don't seem to be defined for C band in the same way as they are for other allocations.
16W to a well placed antenna is going to be a real pain if one lands nearby or even not so near. There is the possibility of asking Ofcom to get a user's frequency changed but good luck with that for hobby use.
