"Unadapted" capacity at 28.2/28.5 ???

Almost all the 28.2 and 28.5 capacity is tied up with BSkyB - which means that signals have to go through a "Sky Adaptation Hub" from a broadcaster before uplink. The Hub conditions the signal to fit Sky's own proprietary scheme. This also means that they effectively control access to all transponders which are used by "Sky" registered channels.

I have an application which requires data to be transmitted to (non-Sky) receivers which are also pointing at 28.2/28.5.

Does anyone know if there is any capacity available/for sale ? The only retailers seem to be Arqiva and Globecast, who both seem to be tied in to Sky, and so can't offer uplink other than for a Sky client broadcaster.
