I followed your steps

of tweaking slowly to the east from where I thought I was pointed at astra and BINGO! I hear the distinctive BBC radio 4 voice for a microsecond. Fishing about there got me onto Astra proper. As you said "What was confusing was the 4200 indicates a good signal strength for 28.2."
