Dubbed Channels

I am sure that you have all "enjoyed" watching dubbed channels from Poland where the original audio is heard in low volume then a second later a male voice speaks in Polish with apparently a translation of what both the male and female actors were saying.
I want to start a new project so that I can get rid of the Polish dubbing and leave only the original audio, then enhance the volume of the "cleaned" edited audio to an ordinary level and then mix it with the original video.
The FTA films shown are not that exciting, but they can supply the source for this project.
My question is if anybody has any information if there is already a solution so that I don't invent the wheel.
If not, I welcome you all to contribute to this project.
My first thoughts is that there is no online solution, which means that I would have to record a film to a DVD and then manipulate the audio using a PC.
Then extract the audio using DVD Decrypt software.
And this is where the fun starts:
How does one delete the dubbed sound?
Any ideas will be appreciated.

Anyway Great Idea but not for satellite guys but for Computer Multimedia User.

You can record directly from Polsat. There are few FTA channels.

Audio sample for tests

Here is a short audio file (*.ac3) that can be used for tests.
A mixture of male and female original actors and the dubbed Polish audio.
There has to be a way to "clean out" the dubbed audio and leave the original audio only.
Nice project for experienced sound engineers and technicians.
