My System: 1.2Cm dish, Motorized, TM1500CI+,dragon cam,SS2....
can i use that Flat Plate Satellite Antenna to get astra2

or hotbird?
is it working totally the same like normal sat dish?

As long as its got a universal lnb, then theoretically yes. However, it may be a bit on the small size for decent reception of all Hottie tps.
