My System: Pace Sky HD, DM7000s, CubeRevo 3000HDPVR, Transparent 80cm Dish, Moteck SG2100 DiseqC motor, lots of legacy gear. Meters: Satlook Digital NIT, Televes H45 Digital Spectrum analyser.

Yes, download the latest Titanium progger software from the utilities section, start up your programmer in phoenix mode, 3.58Mhz, then insert the card and fire up the Titanium Progger software using the green button.

Once you've done this, press erase, this should clear the card and leave it with the basic operating system.

Press the load flash button and select the flash file from the browse window and then do the same for the Eeprom, press program and it should update the card for you.

Not convinced that it is particularly easy, otherwise there would be more versions of the files around, perhaps someone with a bit of file writing experience may be able to answer you in detail.
