There are several new Linux HD receivers that might be suitable, including the AZ Box HD and the Q Box HD.
I think that one of the AZ HD Boxes can run 3 tuners, but check out the technical details first.

Forget the Dreambox 8000 if you want cost effective, the AZ Box Elite is about £260, the AZ Box premium is about £330, both HD, I don't know the price of a QBox HD, but I'm sure you'll find out on Google.
Technomates are probably cheaper.
Remember the prices do go up if you add components, like a second tuner, DVD writer etc.. check out the technical specifications, when checking the price, to see what's included.
