Request - Old film of balloon tap-dancing

I suppose nobody saw, or remembers it, but I recall a programme about twenty years ago on UK television, which showed a short sketch of a girl between five and ten years old, tap-dancing on the top (I repeat - ON THE TOP) of a hot air balloon flying above a city. This was a black and white film, and I would deduce it was made between 1925 and 1940.

I can only recall the balloon was almost circular, and had multiple cables running from halfway down to the basket below, making it virtually impossible for anyone to have stopped her falling to earth, and there were many high rise buildings in the background, and so I would also suggest it was American in origin.

Can anyone can post a link, or tell me where I might get a copy ? Thanks in advance.
