Question decoders and coded signals in europe

my thought is that with technology today and the so called open european market, why cannot the bbc simply send a coded signal to the whole of europe then charge a fee for decoders and cards on an annual basis? they allways say they are short of cash, am i missing something?

Totally agree with you Mike, in fact they could have easily done it with the existing setup and possibly pulled ITV and the others into the deal. Biggest problem would be the copyright problems, arranged as they are on a national basis, you would get many of the other providers complaining.
