Dish TV receiver setup box boot up problem

Hi There,

I am using the dish tv setup box.
it initially start blinking a light orange and green light..and continues the whole time..
the tv screen remains blank.
its not working for almost a month now, but suddendly a day beofre it worked for one complete day and again went off.
I asked here at the local electrical shop if they could fix it, they are not able to do so, i cannot find a dish tv supplier here to fix it.
can i fix it myself???
