Is there any one waching scrambled channels by using any pached receiver.

Assuming you want the Dish India channels then no. If it was possible it would be all over the forum.

you want = you pay.

If you are in range of Hotbird 13E, some of those are available at the moment, although no-one knows for how much longer.

As far as the DISh TV is concerned they are using double scrambling and protection methods which is not easy to break
