I thought that it is obvious she is indicating how far inside/outside the court that the ball was.
Other than that I do not know her from Adam, as the saying goes.

He battled for 3 days against the Tux and won! Hurray!!

She is short sighted and didn't bring her glasses so she is trying to make an air lens using her two fingers.
I do this all the time and it really works. But need to put fingers closer than that. I suppose she has an acute case but she will get there in the end.
