The fate of Apstar-6E is unknown.
NORAD ID may be 55239, 55240, 55447, etc. and still not confirmed by them.
The satellite had a detachable propulsion module (SPS), that reportedly didn't function. In any case that means even more time to reach GEO (if at all).

After a long time, fresh TLE's are issued for Apstar-6E (55239), orbit raising still will take a long time, several months I guess.
