Hylas 4 has arrived in French Guiana. Orbital slot appears to be 34W but little definite info is available.

Ariane 5 rocket delivers telecommunications satellite Hylas 4 for satellite operator Avanti Communications and Superbird 8 for Japanese operator SKY Perfect JSAT Thursday 5. April 2018
Hylas 4 is the latest high-throughput satellite HTS (High Throughput Satellite) that will allow cheap and high-speed connections throughout Africa and Europe.

The satellite Hylas 4 manufactured and supplied the company Orbital ATK. The satellite is equipped with 64 active fixed volumes providing coverage of Africa and Europe and also 4 independent routable volumes that can cover Africa, South America and Europe. The satellite will be parked on the position of 33.5 ° W.

Superbird 8 will be used for the Japanese market. The satellite will be parked on position 162 East.

Now there is also a recent TLE that has GovSat-1 at 23.5°E.

Now it makes more sense, HYLAS 4 can do its in-orbit testing near 21.5°E (actually, 21.3°E is more accurate so far).

Interesting. Now you have me doubting that the beacon I found at around 21.5E is Gov Sat. When I first found Govsat on X band in February, it appeared to be a bit west of Skynet at 25.1E, i.e. around 23.5E. However, a month or so later @Feedsat_DXer and I could see tests at 21.5E ish. My dish is too small to get a good fix at X band though but Feedsat's is probably more accurate. Satellites Community - 21.5°E SES-16 (GovSat-1)

I was looking for AlYah 3, which I found as it wandered around there. In the process I found another beacon in geo position about 21.5E on Ka band. At that time Govsat was showing as 21.5E and I assumed that was what I'd found here: Satellites Community - 21.5?E SES-16 (GovSat-1)

As you say, it appears that Govsat has moved. I don't have Ka or X fitted at the moment so can not check. The X band beacon is the best to use as that is confirmed as Govsat. I have used SBIRS GEO 2 (on Ka) as a marker since it is the loudest thing around, even though it is in inclined orbit.

If Govsat is at 23.5E and on Ka it should be easy to confirm as there is a strong carrier from Astra3B on 20.199GHz

Attached is the current position data based on N2YO's TLEs. I note that GovSat is showing orbit 3 which is strange. Do they re-set the orbit number when a satellite is moved?

Unfortunately, only 2 TLE's were issued so far for GovSat-1: 21.5°E on 25 February, and 23.5°E on 22 April.
Maybe GovSat-1 observations are easily confused with Eutelsat 21B and Astra 3B respectively... who knows.
Anyway, GovSat-1 is operational officially since 19 March: GovSat-1 Satellite Goes Operational

Checking its position against SBIRS and Astra 3B, again, I have convinced myself that that I must have found Hylas 4 (or 5 as it is called in some places). The 20.2005GHz beacon did not move to 23.5E.

The name Hylas 5 came from wrongly named first TLE's. It's corrected meanwhile but some sites seem not (auto) updating on that.

According last amateur TLE of 19 May, GovSat-1 should be back at 21.5°E.

HYLAS 4 testing at 21.3°E lasted until 19 July, and is at final location 33.5°W since 16 August 2018.

On 21 January 2019, the co-located HYLAS 1 has left 33.5°W, drifting 2.2°E per day (now near 27°W).
This should mean the Ku-band transponders of 33.5°W must have disappeared, since HYLAS 4 has only Ka-band payload. Anyone can confirm?
