You've given us every bit of information apart from the size of your dish, however, you should be able to receive Hispasat with an 80 or 90cm dish where you are. View attachment 5706

How do you know that the dish is actually pointing at Hispasat?

I can confirm Rolfw's thoughts with practical experience. I can get hispasat from my partners family home in Poprad on a 90cm dish.
