Even without measuring I can say that insert is slightly higher, approximately 0,5mm. That difference in height is not important IMHO

The slight difference may be intentional.
I think the trick is that when tightening the pivot bolts, the bolt clamps in the insert, which can then rotate either in the top-hat or in the mount metal flange.
Mine are definitely slightly different in height.
(of course it could be a co-incidence, but I think not)

I think that conception Is to have a sliding between surface of flanged Input diameter and Insert outer diameter
