certain channels, Norway´s local package, never changed encrytion, so have always been available, it's all the premium channels that are unavailable at present.

As far as I know the only channels currently available on 1 west are:
NRK1, NRK2, TV Norge, TV2 Norge including the local versions and test channels.

As far as I am aware,the FINNISH channel (on 1 degs. West) you referring to is SOLELY
encrypted in CONAX!!!!

Not open since a few weeks....
