I received one of these at the beginning of the week to run the office accounts on. Specification is Small form factor, 3GHz i5 processor and single DDR3 ram board.

On opening up it has a motherboard that looks clean and OK to go, however the secondary CPU does not have a heatsink on it (though there is are holes for the clamp springs to hold one on the top with presumably paste underneath. I am hesitant to start up before knowing more.

So, has it fallen off/ been removed at some point or was there never one in there to start with ?

I don't think there ever was one, looking at Dell motherboard photos nearly all don't have a heatsink there. I saw one with a small passive heatsink.

This one has neither passive or fan assist. Nothing trapped under the chassis or is there any sign of Barium paste on the cpu.

So, did it come out of the box like that ?

Yes, no heatsink was installed when manufactured.

I have a Dell 3010, and that is not a CPU but a GPU, and it does not need a heat sink if your not doing tons of heavy graphics or HD/4K videos, I installed a second stand alone GPU (blue card to the bottom right) with lots of memory and it's own heat sink on mine to do that.**

** You have to get a card that will work with a Dell 3010, I tried several but had to order one just for that PC.

The integrated graphics GPU is part of the i5 Intel processor. The bare chip in question is the motherboard chipset/southbridge :)

Now, onto the RAM (which is where I need more assistance). Will the Optiplex run OK with 1333MHz types, the one that is in there is rated at 1600MHz but I can get a matched pair tomorrow with similar voltage requirement to double up to 8GB.
