Signal quality % figures can't be compared even between receivers of the same make, let alone different makes.
What is more meaningful is how much margin you have between getting picture break-up and a good picture, or alternatively, how well is works when its cloudy, rainy etc. For example I get the 16E channels in all but the heaviest rain(which I have not tried yet cos we have not had any lately)
