TVE1 and La2 have finally made it onto D+'s line up (on Hispasat, anyway) - 12.302 V 27500 & 11.772 V 27500 respectively.:-sugar

The bad news? - you can't see them, they're encrypted!

Does anyone know if D+ do a FTV card, similar to Freesat from Sky, or the Solus cards the Beeb used to issue? Or whether a 'lapsed' card would still allow access to FTV channels? And would they work on the Techie with the appropriate CAM? Or am I dreaming again?

You have to subscribe to D+ if you want to see those public channels. Sad but true. The fact is that Polanco (owner of the provider) and the government build up the same entity, share common interests: rob the citizen's money.
