From FCC.gov:
"Horizons-3 License LLC herein requests a grant of Special Temporary Authority for 60 days, beginning October 17, 2018 to conduct in-orbit testing of the Horizons 3e satellite (Call Sign S2947) at 164.2 E.L. and to drift the satellite to its permanent location of 169.0 E.L. Horizons 3e is scheduled to be launched on September 25, 2018. The IOT period is expected to last approximately forty days and the drift to 169.0 E.L. is expected to last approximately ten days."

Intelsat 38 and Azercosmos-2 are expected to enter into service in the first quarter of 2019.

Looking at n2yo.com Azerspace 2/Intelsat 38 is at 151.7 east.. Be a while before tests. Due in service first quarter of next year.

This may have been a typo at fcc.gov?
Because latest TLE has Intelsat 38 stationary at 43.8°E.

Azerbaijani communication satellite Azerspace-2 has reached a test orbit
The Azerbaijani telecommunications satellite Azerspace-2 reached a test orbit on Tuesday, December 18, Trend reports with reference to Azerkosmos. The company reports that the spacecraft will spend about two months on it, and then it will be placed in the final orbit - 45 degrees east longitude. After that, its management will be transferred to Azerkosmos, and in January-February, the device will be fully ready for commercial operation.

I've missed the news about the sat, so I've started my monitoring only yesterday, 1 January 2019. There was nothing from 43.8°E yesterday. However, today since 10:56 GMT the testing (maybe repeated) has started.
Few test carriers in the ranges 11450-11700 and 12500-12750 MHz in both polarizations has been received.

P.S. There are a lot of "noise" signals from 42°E, 45°E and 46°E positions, I can't avoid them because of 0.9m dish.
