To get decent photos of your TV, then you just need to use a slow shutter speed (this prevents seeing the scan bands), unfortunately, this may be impossible with a point and shoot camera.
If you mean from your PC, then press shift and Print Screen, then open something like paint and Ctrl and V to paste it into the program. I use a program called Snagit, which does everything including resizing and adding captions though instead of the Print Screen command. :) See attached desktop capture.
If its of your PC just press "print screen" then paste into a graphics program like Photoshop or paint. That will take the whole screen, if you press ALT+ Print Screen it will only take a screenshot of the current active window.
If you want to take a screenshot of something like a DVD or TV viewer that might not work, in which case a program like snagit might. :)
