Yah but if you read the full report (529 pages) it could be one main carrying stage with two orbiters (one for each planet) and a drop probe on both, very intense mission.
The extra cost was the report, makes for some nice sleepy-time.
The bad thing is the time line, looks to be a bit beyond the projected time line for me on this planet.
