LNB or receiver bust?

My Satellite Setup
Silvercrest DVB-S SL 65/12

I am trying to get a SilverCrest Digital Camping Satellite System working. Having pointed the dish in approximately the right direction for Astra 28E, I could not get the signal strength above 37% or the quality above 11%.
I then disconnected the cable to the LNB at the receiver box - the numbers didn't change!
If I select a different satellite, the number fluctuate and then settle down to similar values.
Which is more likely to be broken - the LNB or the receiver (I have checked the cables with a multimeter.

Technomate 5402 HD M2 Ci, DM7000s, Transparent 80cm Dish, Moteck SG2100 DiseqC motor, lots of legacy gear. Meters: Satlook Digital NIT, Promax HD Ranger+ spectrum analyser.

You need to align the dish whilst looking at the signal strength meter, you cannot just point it roughly in the right direction.

but what's the point if I can't see any difference whether or not the dish is plugged in? Is it usual to see this?

Nothing has broken, you just haven't managed to align the dish as said above.
What your seeing is called a noise level. The receiver signal screen is just showing the noise floor. As soon as you have found a signal, you will see the difference and have signal / quality readings.
