Strikes me that the real legacy of ITV-Digital is the infrastructure now set up (countless local digital transmitters across the entire nation). This surely lends itself to an explosion in local TV - something that is very common elsewhere in Europe and in America (in analogue), but not for some reason in the UK. Not that the addition of a couple of local stations would necessarily satisfy the average couch-potato, but it is something that would bolster interest and perhaps maintain confidence in the medium.

Good point 2old, public access TV and local interest stations are very popular in the US, they are alrady available to a small degree with some of the cable operators. Certainly they could be capable of generating good advertising revenues aimed at the more local marketplace.
