Hi Dnaialad,
welcome to the forum.
Can you please tell us the size, of your dish, and is it fixed?
If you look at the link, below, you will find the beam map, for the wide beam, and the approximate size of dish required:
Code:
http://www.lyngsat-maps.com/footprints/Eutelsat-Hot-Bird-13C-Wide.html

The disparagy, between Vertical, and Horizontal, signals, could be as simple as LNB skew, try rotating the LNB, slightly, and see what difference this has to your signal quality readings.

A lot depends on the quality, of your dish.
You can try maximising the signal quality, by gently moving it East/West, and up/down.
Can you post a picture, of your dish, and LNB?

Which satellites are the 4 LNB's pointing at?
try running a cable directly, from the LNB pointing at 13E, to your receiver, then try improving the signal quality

Pick a problem:

1) local interference getting into the system

2) failing lnb

3) degraded cabling

4) any one of half a dozen other possibilities

My guess would be 1).

Let's face it your lnb set up leaves a lot to be desired & from the rust on the brackets shows that there is a lot of salt in the air where you are,

Remove all the pvc tape & clean the F connections with Isopropyl Alcohol then seal with self almalgamating tape then realign your 13 east Lnb & you will find a vast improvement of all signals.
