The Nokia 9800 has no analogue and no built-in positioner. The Echostar ad3000ipva does. So you are comparing apples with pears.
If you require analogue and a built in positioner then the Nokia will simply not do the job (however good it is as a machine)
On the other hand, if you don't require those features, why pay for them in the ad3000ipva? There is a perfectly good digital CI viaccess Echostar receiver without the analogue & positioner - it is the "DSB-2110 2Ci Viaccess" (in fact, it even has 2 CI slots compared to Nokia's single slot).

So do you need analogue & positioner or not...?

I don't need analog but I do need positioner.
DSB-2110 2Ci Viaccess is older than Echostar 3000 isn't it, and is it better to buy older model ?

Thanks

Actually it's a brand new model. Not all dealers are stocking it yet.

If you need a proper positioner (as opposed to DiSEqC) and you need it to be built-in, then the Nokia 9800 is no good.

Other digital+positioner+viaccess modesl include the d2510 viaccess from Echostar.

But there are more.
I suggest you spend a few weeks checking out what is available and what the differences in the features are, otherwise it sounds like you'll be buying the wrong one...
