New sat system for block of flats

My wife mum in Italy has been inform that soon having "seperate sat" on block of flats will be outlaw and instead only 1 on the top to be shared between them all will be allow. In this case there are 10 flats involve. They want to get at least 5E, 13E, 16E, and 19.2E in Sicily. Than if they can get more West and more East the better. So what size dish will be needed to recieve all those sat and feed all those ppl decoders? (2 on 5E, 10 on 13E, 2on 16E and 7 on 19.2E.)

Language interest is Russian, English, Italian (obivously) and German. With main topic is movies, family shows/cartoons, and football (Italians can't live without their weekly dose of football) :-D.

It will be a complex system and quite honestly needs someone on the spot to work it out, you will need a combination of multiswitches and diseqC switches, plus quite a big dish.

Also, which channels on 5E, some may be difficult to get from your location.

And guess it would be a complex system and would get someone to install it. I myself get a feeling dish require to get all of those (cause of spread) will be too impossible :-(
