That would suggest that the entire subscriber base would need to have their satellite dishes re-aligned to the new satellite unless the service has ceased? Is it a possibility that they have stayed on 13E but switched to HEVC/H265?

I think it is generally accepted that when discussing a specific satellite its orbital slot is a general reference rather that a precise location accurate to however number of decimal places are under consideration. A quick check of the 170 hour tracking data for a lot of satellites shows that they deviate from their orbital reference by fractions of a degree.
