Yes. They are very good at footing ladders, especially in Hull.

I can't determine from the note's handwriting, the gender of the person who wrote it.
Anyone care to guess?

From the grammar, I believe they are requesting that their drive gets obstructed at every opportunity from now on.

It will no doubt happen once the note goes viral.

Block capital letters are generally from my experience a trait of the male fraternity, we are not known for our neat handwriting hence the block capitals, but I am no expert

You guessed correctly.
Block capital letters is also typically used by people whose mother tongue is not English or European for example Hebrew and Arabic.
The Hebrew/English keyboard for PC uses only small letters to type in Hebrew and in order to type in English, lazy people just switch on to CAPS as it is easier for them.

Not so much of a guess as my father-in-law was from Alexandria in Egypt and he was a confident speaker and writer in Hebrew, English, Arabic and French owing to his employment at the time as a pharmacists assistant, until he was forced out of Egypt in 47. Whenever he wrote English he always wrote in capital letters but the neatness was exemplary, each letter was an art form in its own right.
