I doubt that there is one.
I think it's all a bit of a 'fix' - in the nicest possible way of course.
When you look at all the 2nd raters that are taking part, do you really think they would subject themselves to full scrutiny.
I seem to remember reading that they had vetoed 24 hour coverage.
