What are fun cards and rom 11 cards?

Ok i got the system, then the cam, and now I see these funcards. So I try to find them then see these rom 11 cards. What are they both used for?

hi pal, if you want sports channel, wh don't you buy a card!
or if you have a dreambox you can download the keys for
german on 19e or for thor 08. both have football channels.
