The satellite, as presently configured, will operate in the S-band (3.2 gigahertz), giving a best resolution of 6m with a swath width of 15-20km. Future variants will go to the higher-frequency X-band and sense features on the ground as small as a metre across, and less.

RF communications: The TT&C data are transmitted in S-band (2025-2110 MHz, 2200-2290 MHz); the payload data are downlinked in X-band (8.025-8.4 GHz) at a data rate of 500 Mbit/s. An onboard data storage capacity of 544 GByte is provided (Ref. 15).

3.1...3.3 GHz is the frequency range used for the RADAR imaging, it's not data downlink.

On this model, later satellites will use the higher X-Band for better resolution, but (I assume) less hours in the day.
