Something isn't working, as nothing is switching, neither from Vertical Low, to High, or from Vertical to Horizontal.
What we really need is more information, regarding the distribution system, to try to work out if it's a setting problem, or a problem with the system.
The fact that you were receiving every channel, at least on 28.2E, before flashing an updated image, makes it even more confusing.
Of the 300 channels, scanned in on 19.2E, are any Horizontal, or of a high frequency?

They're all horizontal, and all fairly low frequency, so far as I recall.

That's strange, as they were all vertical low, before, from what I remember.
Check this link, on lyngsat, to see what you've got:

Sorry, yes, all vertical. I'm sorry, I'm getting mixed up. Basically on that list I can scan in most of the channels on vertical frequencies between about 10729 and 11686.

The only things you can check is the wiring, and connections, from your receiver, to the wall plate, by buying a piece of WF100 cable, and making a new wire, or your receiver on a different dish, but I'm not sure either is at fault, as you haven't touched anything, apart from flashing a new image.
The cable will not cost much, as you'll only need a metre, or two, which you can get almost anywhere, even a local DIY store.
For some reason your receiver isn't switching the LNB's, or the LNB polarity, and I'm not sure why, whether it's the settings, or a fault with your buildings satellite system.
If you ever find a neighbour, who you can talk to, try and get them to find the settings required, or check if their system is working.

+1.
Knowing what settings others have in their receiver would very much help.

However, from all the results of your testing till now, I would say this isn't just a diseqc settings problem: Some other settings are wrong, or your receiver has some hardware problem. Or maybe a defect on your connection at the multiswitch.

So my next steps would be: Find another receiver and check that on your antenna connection.
And check your receiver on another (working) antenna connection in your building (with (diseqc)settings 'copied' to your receiver).

All the more reasons to become friends with your neighbours.... ;-) And maybe they like the contact too..?

And another thought: If it really would be (only) a settings problem, then we would need to know all the settings on the antenna/LNB setup screens of your receiver.

Edit:
A unicable system ?

It crossed my mind too, a few days back. However, the consistent reception of some programs at fixed frequencies made me not mention it.
Do you think the 'symptoms' are congruent to unicable system?
There was also no frequency indicated or so where the cable came in...

I’ve not been involved in unicable distribution setups, though if the receiver has this as an option in the LNB menu, it would be something to try.
