Another option could be, to drift Eutelsat 33C to that 31°E Turksat slot.
Eutelsat 33C starts inclining and already some services recently moved to Eutelsat 33E.

It looks like it is at 59°E. Perhaps it occupies the concession Hispasat-60A...

The Eutelsat 33C, in the coming months should go to 133°W. Renamed to Eutelsat 133 West A..

Eutelsat 33C has left 33.1°E on 4 May, drifting 1.4°W/day.
At this rate, will arrive at 133°W on 1 September.

Eutelsat 59A (incl. 0.35°) left 59.3°E on 30 October 2018, drifting 5.5°W per day.
With an altitude of about 36150 km, this may be the end-of-life manoeuver.
The satellite started in 2002 as Atlantic Bird 1 at 12.5°W.
