Would cellphone towers have any interference on C band satellite signal reception? Was looking to install a dish in the office's roof but there are two cellphone towers located within 20m of potential installation spot.

Mmmm difficult question, to which I honestly do not know the answer to, but as nobody else is I will try my best. C band is used in the UK but only by a limited number of enthusiasts and I have no idea which cellphone bands are in use in the Ukraine. Googling the question does give many hits of reported problems however, these would be frequency/country specific and can be sub categorised into harmonic (ghost) frequencies, poor shielding on stb and or poor quality cabling.

In the main, the only part you can successfully reduce is is IF noise through the cable, short of digging a pit. Metal fencing is hit and miss. Keep all vertical runs of wiring as short as possible, use the best cable you can get, thicker is better, as well as expensive connectors.
