and they major outlay for bbc and the likes is for "rights" not so much for their own made programming

Netherlands - public channels are free, you just need a smartcard to decode. Commercial channels about EUR 60 a year.

One channel BVN ( best of the Netherlands/Belgium ) can be received in the UK as FTA. Dutch spoken only.
