You can buy the cards off Amazon Germany (generic Technisat Conax cards the are listed as compatible with Kabelkiosk on 9E and MTV on 19E), then you need either a compatible receiver or a Conax CAM.
The problem then is activating the card and buying a package -
www.m7deutschland.de is the KabelKiosk site, but they basically want you to enter your address to direct you to whichever cable network provides KabelKiosk to you.
Basically, it isn't designed for satellite viewing - the 9E feeds are to feed small/medium-sized cable networks in Germany so they can provide pay channels and have the encryption all sorted for them (the 9E services are all transmitted ready to be directly transmodulated to DVB-C without any expensive re-encoding). It looks like the local cable companies act as resellers of the package, so you don't directly subscribe to KabelKiosk.
