Newbie Help? : Decoding Scrambled Astra 19.2E channels

Hello members, I am new here, so please excuse me for posting in the wrong place

I wanted to know which is the best way of decoding scrambled channels on the Astra 19.2E sat.

I have an advanced level in programming computer programs, so the best solution would be best

I was wondering, what channels exactly would i be able to decode? As i would like to get HD channels. At the moment I have a ROSS HD tuner, which has no card slot, so a programmable Sat tuner would be best, if not Sat tuner and programmable card.
