They're almost certainly for extra Red Button streams for events over the summer period, such as Wimbledon. The film is entitled 'BBC Widescreen Digital Test Transmission' and was made in 1998 for the BBC to set up their digital transmissions and compression. It would no doubt have been broadcast on Astra 2A in 1998 prior to the launch of Sky Digital. With it being 16:9 and digital, this would have been like watching the BBC HD Preview loop in 98!
