Today I have set up my dish antenna at 23 East and I have done a blind search and I have found 4 TPS signals here. These TPS are 11515 H 32730 11595 H 30000 11674 H 30000 11634 v 30000. I have not found a single channel. Are these TPS of 23 East or of any other satellite

Try RTL TP 12168 V 27500. This TP can be received quite easily in Pakistan on an 8.5-foot dish. Signal strength is stronger during the evening hours.
 
Astra 3B is still inclined on that position and is capable of these frequencies and has also a beam over Pakistan.

Astra 3B has had no active transponders for quite a while, according to SES

That frequency is the easiest to receive, but also take note of the footprint.
Many European satellites do not officially have footprint coverage over Pakistan, yet some of them can still be received here because side-lobe signals may reach this region. Examples include Astra 19.2°E, Hotbird 13°E, Express AT2 56°E Tricolor (with dielectric Teflon), 54.9°E Russian Beam, Astra 23.5°E, BulgariaSat-1 at 1.9°E, 16°E Europe B Beam, Astra 4.9°E and 0.8 west,

Both satellites are very close to the 3°E orbital position. BalgariaSat-1 at 1.9°E is slightly lower than 3°E, while Astra 4A at 4.8°E is slightly higher, so their dish positions will be near the 3°E direction.

However, keep in mind that every satellite requires a different dish size in Pakistan. It is not guaranteed that every satellite can be received on the same 8ft dish setup. For 1.9°E, a larger dish may be required depending on your location, and similarly for 4.9°E as well.

These MUXes may be from the 23.5E inclined Astra 3B satellite.
