I'd expect to get a lock on it as well if it is 28 as I'm on the northern edge of that footprint where it crosses 0° on the south coast, going by the current signal I'm going to need a 1.8M to do that.

Your interpretation, please, of huge signal with 65 cm dish in Istanbul if it is a signal of spot #28 ??
About your reception i can't say something because i can't see SNR level ( only S & Q )
Both spots ( 27&28) cover your area with EIRP level @48.7 dBW that means 70cm dish diameter. As i said in my previous post the #27 doesn't cover some European countries that we have positive receptions !!!!

It doesnt work like that these days.Frequency coordination to avoid interfering with existing satellites is increasingly complicated as the number of broadcast satellites in orbit increases year on year.

Unfortunately multiple tight spotbeams are the future of satellite tv. You can expect to see a gradual decline in "out of area" reception as older satellites are replaced

Certainly, there has been a decline !
10 years back, even HOTBIRD had much better coverage here in India, along with other russian and european satellites.
Now only a handful of fringe beams, here n there, is what we all are left with. :-Axechase

Heavily overcast with intermittent rain here today, 12.2 dB.. I hope this will help..

And as you can see from attached pic, spot #28 does not cover my area. :D

According to Satbeams spot 28 is 47dBw here and available on a 70cm dish, it only just maintains lock and an image on my 1.2m. Most UK members should be able to get this one if the SB plot is accurate.

I advise you have a look U29 and U33 on the source you mention. Any difference between the shape and location of these two beams?? There are more mistakes, too.. So, the reference you give is misleading on the spotbeam numbering for IS-33E

Now compare the coverage shown as U28 on the source you give with spot #29 I've attached.

So what you think as spot#28 according to satbeams, in fact, is spot#29 and satbeams should stop giving wrong information. Spotbeam#28 does NOT cover my location. :-Axechase

I doubt these spotbeams give a max power of 48.7dbW. Satbeams list the same for all beams while on Romantis we've seen the 33 and 40 spot beams up to 58 or even 60dbW which seems way more feasible for the spot's size. This explains better why the beam is received in a wider area than noted. Perhaps 48.7 is the least.

Well popovp, as @Orbitalzone_Delta and @MCelliotG pointed out, there is something wrong at Satbeams with the beam numbering.
Or at least, it's different... hence all the confusion. Surely that will be fixed in due time.

Meanwhile, on my search for these beams, I found a list at fcc.gov with lots of infos about IS-33e: Notify going to PDF Form
See the Engineering Statement, page 12, that lists all beams and the coordinates that the beams are pointed to (bore-sight).

I was wondering what all these GXT files were about.
GXT files seem to be a special format for projecting gain contours onto a map.
A program (freeware, I think) for reading GXT files called GIMS is available at ITU: PAGE TITLE GOES HERE
In this software, a selected GXT beam shape can be "squinted" to any direction on earth.
I tried to get spot beam # 34 as @MCelliotG posted above, it looks quite similar!
Contours: -2, -4, -6, -8, -10, -15 and -20 dB

Indeed,spot 33 has strong signal on 11077 V in my area.
