Any DSL experts?

Hi,
I just changed internet providers with the promise of faster speeds for lower price but big surprise: the new service slower. Is it possible that since I currently have two DSL signals on the same line they are interfering with each other and that is why it seems so slow? I should be getting on the order of 4MBps but I am getting more like 256kBps. Another problem that is probably associated is that when I lift the receiver of the telephone, I lose the internet for a couple of seconds. If anyone has some advice I would really appreciate it.

You will only have one DSL signal, not possible to have two. Have you kept the old filters and modem?

The old setup had no filter because there was no phone. The new setup includes one filter in line with the modem. Yes, I have the old modem still. I watched the installer when he was working in the apartment, he used some kind of splitter to connect one copper pair to two jacks on the wall outlet; one jack for phone the other for DSL. Then he left the apartment and did something in the building's junction box but I did not see that part.
 
If he's split the outputs, you probably don't need a filter, but as it's a new installation, a call to the provider would not go amiss, as everything is obviously not as it should be.

Thanks. I will give them a call when I get home tonight. I just wanted to try everything before calling them out.
