I think this for th UK,it also depends on the source of the cards,ie Africa/ME there has been some problems regarding the Prem.Football being shown in the UK pubs/clubs on a saturday afternoon.
My mates in Holland have not experienced any problems,the cards self activate.
 
Fair enough, have a Digialb card myself and also self activating. So looks like you need to establish what the 02/04 signifies.

Also try the forum advertisers at the top of the page, there are a couple who sell them and they do of course help with the running costs of the forum.
