My guess, Astra 1E is heading somewhere near 51 East, for occasional use, as a replacement of Sirius 3 @ 51.2 East

What clapped out SES birds might need backup out over the Asiatic region. ?
Although its quite possible 1E has been temporarily hired by an organisation to just occupy and "activate" an orbital slot thats close to expiring - Thaicom have done this a few times with extremely run down sats hired off other operators. In these cases theres no need to have the bird on air, just to have a nominally active satellite on the slot.
