I don't know the software that you are using but the .com redirects to the .org URL so to get weather you need:
Maybe it's the redirect that fails. Gpredict has the same problem as the default URLs are to celestrak.com.
 
Yes the direct has changed from celestrak.com to celestrak .org.There is a fix at usradioguy.I may have a go at it when I have time.I am getting a bit thick in my old age though.:(The software that I use is WXtoimg
