Some sort of entertainment channel. Transmitting fta in unknown language (One of the Afghani languages possibly??)

Scans in as Ch2 on my rx and the signal is weak on the battered and rather sad 80cm dish Im currently using.

Consider getting a Maxx Digital 1.2m mesh dish, it would sit quite nicely on the tyre and you might get the feeds as well as the regular channels.

Ive been doing a bit of research..

The word behind the singers head is ohanrabo

Google suggests this is an Uzbek word, so I'll say this is likely a new Uzbekistan channel :).

The map in Post #3 certainly seems to highlight Uzbekistan.

From the video its clearly Afghanistan.
